PUBLIC WORKS PROJECT MANAGER III
Support Services Division, N.H. Fish and Game Department

Pay range: $46,234.50 - $59,912.00

The New Hampshire Fish and Game Department has an immediate opening for a full-time Public Works Project Manager III located in Concord, N.H. This position is responsible to oversee the planning, design, coordination and supervision of construction for public works projects. It will also provide professional engineering and architectural expertise for such projects, as well as such expertise for ongoing maintenance projects.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

  • Supervisors the Department's public works program to include development of long range scheduled maintenance needs and capital improvements.  Preparing budget plans and reviewing annual operational construction and maintenance plans.  Provides professional technical review, design and preparation of public works projects. 

  • Project Manager for all construction relative to public works. Develops the scope of work and plans, along with specifications and cost estimates.  Properly solicits vendors or contractors, awards and oversees contracts.

  • Plans, develops and implements projects to ensure their successful timely completion.

  • Serves as Project Manager in identifying and addressing design requirements, suitability of materials and other coordination and scheduling requirements.  Ensures completion of projects within approved timeframes.

  • Communicates and coordinates with and among local, state and federal agencies and Department work units and contractors in order to facilitate the production of contract plans.  Ensure completeness, accuracy and consistency of these plans, and complete implementation of activities to statewide public works projects, to include dams and other facility maintenance and construction.

  • Communicates with individuals, organizations and public officials to avoid and resolve conflicts by identifying, analyzing and evaluating project factors, soliciting appropriate input from peer professional engineers and informing interested parties of anticipated project objectives and work schedules.

  • Approves all payments relative to areas of responsibility.  Tracks and monitors budgets.
     
  • Reviews contractors, consultants and subordinates work on public works projects, exercising judgment affecting the safety of the public and the workers and approve the progress payment.

REQUIRED MINIMUM QUALIFICATIONS:

Education:  Possession of a Master of Science degree from a recognized college or university with a major concentration in civil, mechanical or electrical engineering or architecture.
Experience:  Four years' post baccalaureate experience in the practice of engineering or architecture work.

OR

Education:  Possession of a Bachelor's degree from a recognized college or university with a major study in civil, mechanical or electrical engineering or architecture.
Experience:  Six years' post baccalaureate experience in the practice of engineering or architecture work.

OR


Education:  Possession of an Associate's degree from a recognized college or technical school with a major study in civil, mechanical or electrical or architectural technology.
Experience:  Six years' experience in the practice of engineering at a level equivalent to Public Works Project Manager I (or higher), plus two additional years' experience in a position comparable to an Engineering Technician.  Thirteen years' experience in a position comparable to an Architectural Technician under the direct supervision of a Registered Professional Architect.

License/Certification:  Must be a Registered Professional Engineer in the State of New Hampshire.
